Pursuant to Article 3.,
Section 2, of the Regulation Concerning the Terms and Methods of
Maintaining Order in Ports and other Parts of the Internal Sea Waters
and the Territorial Sea of the Republic of Croatia, and on the Limits of
Navigation for Ships and Boats outside Ports (Official Gazette No. 91/94
and 94/94), and Article 19, Paragraph 10, of the Bye-laws of the Port of
Rijeka Authority, the Administrative Board of the Port of Rijeka
Authority has passed, at its meeting held on 13.10. 1998. the following
REGULATION ON THE MAINTENANCE OF ORDER AND METHODS OF USING PORT FACILITIES IN
THE RIJEKA PORT AREA (PORT ORDER REGULATIONS)
I BASIC PROVISIONS
Article 1
This Regulation lays down rules of order in the port and terms and conditions for use of port facilities in the Rijeka port area.
Article 2
The Rijeka port area encompasses the landside and waterside area as specified in Paragraph IV of the Decree on the Establishment of the Port of Rijeka Authority (Official Gazette 42/96).
The Rijeka port area comprises:
Rijeka Port Basin
Sušak Port Basin
Raša Port Basin
Škrljevo Back-up Storage Area
eastern and western anchorage, excluding the tanker anchorage and liquefied-gas carrier anchorage.
Anchorages within the Rijeka port area are shown and marked on respective sea charts.
The landside part of the port area shall be suitably fenced.
Article 3
In addition to the provisions herein, other regulations concerning safety shall also apply in the Rijeka port area, i.e. those relative to safety, state border crossings, customs, health, sanitary, veterinary, phytopathological and other regulations.
Article 4
The Port of Rijeka Authority (hereinafter referred to as Port
Authority) shall govern the Rijeka port area.
The Rijeka Harbourmaster’s Office (hereinafter referred to as
Harbourmaster’s Office) shall supervise safety and order in the port.
The Rijeka Port Control Centre (hereinafter referred to as the RPCC)
shall monitor and control sea traffic in the area under the
responsibility of the Port of Rijeka Authority.
Article 5
Ships shall establish contact with the RPCC on VHF channel 09.
II ARRIVAL AND BERTHING OF SHIPS
Article 6
The master or his agent shall notify the RPCC of the arrival of a ship
not later than 24 hours before the estimated arrival.
If the ship’s voyage is shorter than 24 hours, a ship arriving from
abroad shall send a notice of arrival before arriving within the
territorial waters of the Republic of Croatia, and, if arriving from a
domestic port, immediately on departure.
The notice of arrival shall include:
- ship’s name, nationality, deadweight, draft and length
- number of crewmembers and passengers
- type and quantity of cargo to be discharged / loaded and in transit
- last port of call and date of departure from the same
- date and hour of estimated arrival.
The master or agent of a ship carrying dangerous cargo shall notify the
ship’s arrival not later than 48 hours before entering the port.
Upon receiving the notice of a ship’s exact time of arrival, the RPCC
shall notify the master of the place and method of anchoring and
berthing.

Article 42
Access to the port area shall be permitted upon the issuance of a shore
pass permitting a person to move and stay in the port. Personal,
permanent or temporary shore passes and permits to stay within the area
of the border crossing shall be issued by the Port Police Immigration
Office, whereas those personal, permanent or temporary shore passes and
permits to stay within the port area which is not part of the area under
the jurisdiction of the border crossing shall be issued by the
Harbourmaster's Office.
Article 43
Licences for moving and stay of vehicles within the port area shall be
issued by the Harbourmaster's Office.
Vehicles belonging to the Ministry of Internal Affairs, first aid, and
Custom Office may move and remain in the port area without approval when
conducting basic activities and when clearly exhibiting their visible
marks. ...
VIII RULES OF ORDER IN THE PORT
Article 65
This Regulation, for which previous consent has been obtained from the
Rijeka Harbourmaster's Office, by its decree Class: 342-01/98-01/22,
Off. No. 530-11/02-98-4 dated 3rd March 1998, shall enter into force as
of the eighth day of its announcement on the notice board of the Port of
Rijeka Authority.

PORT REGULATIONS ON THE MAINTENANCE OF ORDER AND TERMS OF USING THE PART OF THE OMIŠALJ BASIN PORT FACILITIES IN THE AREA AND THE JURISDICTION OF THE PORT OF RIJEKA AUTHORITY
The Port of Rijeka Authority’s permanent objective is to provide for safety of vessels sailing in the Rijeka Maritime Zone, look after security of not only vessels but also coastal zone and harbour facilities and in this way contribute to preservation of coastal area and protection of sea environment.
The Port of Rijeka, and its terminals are situated in Rijeka Bay, which cuts deeply into the land. Rijeka Bay is a sensitive area for maritime traffic, in regard to the approaching channel “Vela vrata”, and closure of the entire bay regarding the Adriatic sea.
The Port of Rijeka Authority, understanding the importance of the environmental protection issue and wishing to approach it as seriously as possible and meeting high standard, have recognized the need of publishing this handbook as a help to all ships when entering/leaving the local waters of Rijeka and staying within the harbour area of the Omišalj Oil Terminal.
The handbook contains general information pertaining to arrival of ships, port regulations, and terms of using the part of the port facilities within the area of the Omišalj Basin under the jurisdiction of the Port of Rijeka Authority. It further contains all available services and a list of concession holders in the Port area. The information herein contained does not supersede the application of other official publications dealing with the safety of maritime transport but rather welcomes them as a necessary complement.
Finally, I wish to thank the many experts whose experiences and suggestions were helpful in making this handbook.
