In compliance with the Law on Maritime Domain and Seaports (Official Gazette No.158/03, 100/04, 141/06, and 38/09), the rights to perform port operations, make use of the superstructure and infrastructure facilities and develop new facility, can be awarded exclusively by concessions. In accordance with the law, the Port of Rijeka Authority is entitled to grant following type of concessions, in the port area open for public traffic:

  • Concessions for the port operations and other commercial activities whose execution requires no exclusive utilization of the existing, or construction of new facilities within the port area. Concessions are granted by the Port of Rijeka Authority basing the request of the future concessionaire.
  • Concessions for the above stated port operation and other activities which require utilization of the existing facilities or construction of the new ones within the port area. Concessions of this type are granted by the PRA through a public competition procedure.

The procedure to follow, time limits, conditions for granting concessions, necessary documentation to be presented when applying for the concessions, necessary details concerning invitation of tenders and applications for concessions are in whole regulated by the Law on the Maritime Domain and Seaports.

However, the concession granting in the port area open for public traffic, is further regulated and in more details, by a By-law (O.G. 23/04, 101/04, 39/06, 63/08).

In accordance with the Directive issued by the Ministry of Finance, the existing Law of concession ( O.G. 125/08) is to be applied to both type of concessions ( indicated above), until adoption of the new Law on Maritime Domain and Seaports.
